I live on 5th Street near lake Anna. When the rental house next to me was vacant for a year a nearby resident encouraged their two large dogs to defecate there and never cleaned it up. It was a nightmare of odor and flies. Thankfully there is someone living in that rental house now so my nightmare has ended (at least temporarily). The pet owners need to be held accountable.
